DAVID C. LELAND QUALIFICATIONS AND EXPERIENCE

Dave Leland is regarded by his peers as a very knowledgeable and experienced urban strategist with more than 50 years of experience in the real estate industry as consultant, advisor, developer, and owner.  He has conducted and managed approximately 3,000 real estate assignments for public and private clients

Dave is educated in the fields of architecture, city planning and urban economics. He brings a unique and a thorough perspective to any project.  Dave strength lies in a comprehensive understanding of real estate, planning, and development.  His primary interests are in Centro revitalization, smart growth and sustainable communities, transit oriented development, urban housing, employment centers and innovative mixed-use centers.  He has worked with development organizations ranging from privately held firms to Fortune 500s, and more than 200 communities with a portfolio that includes 80 downtown revitalization and implementation strategies, 70 light rail transit stations, 50 urban corridors, and a host of smaller centers, corridors, main streets and greenfield communities. 

He also served as president and Chief Executive Officer of Columbia Willamette Development Company, wholly owned subsidiary of Portland General Electric (PGE), a Fortune 500. Dave was responsible for starting and building a real estate development and acquisitions company for PGE, developing mixed-use projects in Portland, Seattle and Denver as well as a variety of joint ventures in Arizona, Texas, New Mexico, Oregon, Washington, and Colorado.  All the projects built by Dave employed water features, realizing, as the Urban Land Institute has stated – open space, views, and water are creators of capital and value.

In the 1980’s he formed Leland Consulting Group, providing market research, development programming, financial analysis, and implementation strategies for public and private clients.  The firm is held in high regard by peers in the consulting and development industry.  Dave sold the firm to his employees in 2013 and continues to provide consulting advisory. Velociti360 and Leland Consulting Group have a strategic alliance.

Dave’s philosophy has been to balance the professional workload between public and private developer clients and thereby maintain a continuous awareness of issues that always seem to arise when building successful public-private partnerships.  One of his accomplished skill sets is the ability to work with diverse—and sometimes divisive—groups to establish innovative strategies that lead to successful solutions for complex issues.  He is frequently called upon to manage multi-disciplinary teams.
